Colin O’Neill


Colin provides litigation and transactional services, with a focus on advising public agencies.

Colin’s areas of expertise include: public works projects, including contracting, bidding and protest issues; Brown Act compliance; CEQA; Eminent Domain; the California Government Claims Act; and the California Public Records Act.

Colin presides as counsel for various public agencies’ open meetings, and as General Counsel to the San Gabriel County Water District. Colin is also the City Prosecutor for the City of San Gabriel and serves as Deputy City Attorney, with duties including the defense of the San Gabriel Police Department in Pitchess proceedings.

Before joining OMLO, Colin was a criminal defense attorney, practicing in both state and federal courts, on matters ranging from misdemeanors to Federal Racketeering prosecutions.
