Elana Rivkin-Haas

Elana Rivkin-Haas is a Senior Associate with Olivarez Madruga Lemieux O’Neill, LLP. Ms. Rivkin-Haas’s practice focuses on all aspects of labor and employment law for both school districts and cities. She also advises school districts and cities on compliance with the Brown Act and the California Public Records Act, and has experience drafting ordinances, resolutions, and public works contracts. Ms. Rivkin-Haas has presented and given trainings at school districts and professional organizations on a variety of topics including ethics, the California Public Records Act, the Brown Act, federal and state leave laws, disability discrimination and the reasonable accommodations process, sexual harassment prevention, and immigration issues in schools. Prior to joining Olivarez Madruga, Ms. Rivkin-Haas worked for several years at the American Samoa Attorney General’s Office. As an Assistant Attorney General, she advised a number of government departments, including Human Resources and the Department of Marine & Wildlife Resources, on a variety of legal issues and drafted statutes and administrative regulations. She represented the American Samoa Government in wrongful termination lawsuits and other employment related lawsuits before the Administrative Law Judge. Mr. Rivkin-Haas also defended the American Samoa Government on tort and taking claims and argued before the Appellate Panel of the High Court.
