Mr. Montoya specializes in the field of Public Law, Environmental Law and Education Law. He regularly advises public agency clients regarding a myriad of issues ranging from the Brown Act, conflicts of interests regarding public officials, Public Records Act, CEQA compliance, First Amendment issues and government tort liability. He also guides local government through complex quality of life issues such as homelessness and public nuisance abatement.
Prior to joining OMLO, Mr. Montoya gained experience drafting and preparing legal documents, including city ordinances, policies, resolutions, memoranda to city councils and construction contract agreements.
Mr. Montoya holds a degree from Whittier Law School, where he was one of the first students to complete an Environmental Law concentration. Upon Graduation Mr. Montoya was recognized by the law school faculty as the 2014 Outstanding Graduate in Environmental Law.
