Professional Experience

Norma D. Tabares is a Partner with Olivarez Madruga Law Organization LLP. Ms. Tabares represents public agencies, including cities and school districts, as a member of the firm’s municipal and education law practice groups. She is responsible for day-to-day advisory and transactional matters. She advises clients in various areas of governance, with an emphasis on housing and economic development, education law and labor and employment. She also advises clients on application of the Brown Act, Public Records Act, Political Reform Act and conflict of interest laws. Ms. Tabares is highly skilled at negotiating agreements and resolving complex issues. She currently serves as general counsel for school districts and assistant city attorney for several municipalities.

Ms. Tabares has over 20 years of multi-faceted experience in the public and private sectors. Previously, she served as corporate counsel in private practice and a nonprofit executive, specializing in philanthropy and organizational development.
