Professional Experience

Richard Padilla is a Partner with Olivarez Madruga Lemieux ONeill. As the Deputy City Attorney for the City of El Monte, Mr. Padilla has researched and prepared written analysis on a variety of legal issues for the City Council, City commissions and City departments. He has provided advice and analysis for ordinances, resolutions, contracts, real property transaction documents and other similar documentation, and has conducted ethics training for officials of the City. He has assisted commissions and department staff in the development of policies and procedures (e.g., purchasing polices and bidding procedures), prepared and reviewed bid documents for public works projects and assisted with coordination of the bid process.

Mr. Padilla serves as legal counsel for the City of San Fernando and the San Gabriel Basin Water Quality Authority and as Assistant City Attorney for the City of El Monte. He has frequently advised City officials on Brown Act and conflict of interest matters and reviewed California Public Records Act requests. In addition, he has advised the City Clerk on election law matters, drafted City-initiated ballot measures and drafted impartial City Attorney analyses for various City-sponsored measures. Mr. Padilla has provided legal advice for, and assisted in the coordination of, Proposition 218 majority protest proceedings for the establishment and increase of property related fees and charges.

Mr. Padilla’s work has also included the preparation of development agreements, leases, deeds, loan agreements and other transactional documents. He has appeared at administrative proceedings on behalf of public agency and private party clients and researched a variety of public law matters.

Mr. Padilla also served as a research attorney for the California 5th District Court of Appeal in Fresno.
