OMLO partner Lloyd Pilchen authored an article entitled, “Things Change: Public Roads and the Shifting Use Doctrine,” in the Fall 2025 issue of The American Surveyor, a leading publication on land use, surveying, and global positioning technology.
In the article, Lloyd examines three court cases spanning a century of transportation in California. Drawing upon his background in property and land use law, the article explains how courts balance private property rights with the public’s need to adapt infrastructure.
