On September 29, 2017, Governor Jerry Brown signed over a dozen laws designed to address the statewide housing affordability and homelessness crises. Effective January 1, 2018, these new housing laws create permanent and prospective funding sources for housing and housing programs, establish both developer and city-oriented housing streamlining processes, and increase local city accountability, which will, among other things, limit the ability of cities to deny housing developments, require additional data collection and reporting in the General Plan Annual Report, and mandate identification of available housing sites for all income levels.
