Professional Experience

Adrian G. De Leon is Of Counsel with OMLO and brings more than 20 years of combined legal and business experience to the firm.  Mr. De Leon provides advice and counsel on general municipal law matters and is an expert in complex real estate transactions. In addition to standing as an attorney, Mr. De Leon is a licensed real estate broker. Mr. De Leon has represented multiple public agencies in real estate transactions and related matters, including the $38 million purchase of an income generating asset by a public agency. Mr. De Leon regularly drafts resolutions, ordinances, commercial contracts, leases, loan documents, labor agreements, and other contracts for cities and school districts and advises clients on the Brown Act, Public Records Act, Subdivision Map Act, CEQA, and Surplus Lands Act.

Mr. De Leon currently serves as the General Counsel for the Rio Hondo Community College District, the Assistant City Attorney for the City of La Puente, the Interim Assistant City Attorney for the City of South El Monte, the Deputy City Attorney for the cities of El Monte and Bell Gardens, and the General Counsel for the La Puente Community Foundation.

In writ of mandate litigation, Mr. De Leon successfully defended a city against a mobilehome park owner’s lawsuit under interpretations of the municipal code related to rent stabilization.

Prior to joining OMLO, Mr. De Leon worked at a boutique law firm and has experience in corporate formations and governance, international transactions, preparation of Regulation D / Regulation S offering memoranda, and subscription agreements for EB-5 immigration investments. He has licensed top-tier intellectual property for use in location-based entertainment and digital games.

Mr. De Leon is a special advisor to AI & You, a non-profit 501(c)(3) organization focusing on Artificial Intelligence education and training for underrepresented communities.
