Professional Experience

Victor I. King is Senior Counsel to OMLO, practicing primarily in the Education Law department.  Previously, he was the sole on-campus counsel at California State University, Los Angeles, for over 21 years, managing all the legal matters at a campus with almost 30,000 students and 3000 employees. In addition, he served as a California State University Office of General Counsel specialist advising all the system’s campuses and their legal counsels about disability, employee benefits, and intellectual property law.

Earlier in his career, he was a business and professional liability litigator, and served as a partner at a prominent firm in downtown Los Angeles.  He has mediation, arbitration, trial, and appellate court experience defending accountants, colleges, corporations, insurance brokers, lawyers, municipalities, notaries, partnerships, real estate agents, school districts, and security personnel.

Victor is currently serving a fourth four-year term as a gubernatorial appointee on the California Law Revision Commission.  From 2010 to 2013, he was a gubernatorial appointee to the California Board of Vocational Nursing and Psychiatric Technicians. From 1997 to 2009, he was an elected member of the Board of Trustees of Glendale Community College.

Selected Representative Matters

  • Academic Professionals of California v. Trustees of California State University, PERB Decision 1760-H. Following a hearing before an administrative law judge, successfully obtained dismissal of an unfair labor practice charge that alleged the university made a unilateral change in policy or practice regarding the quantity of employee representatives permitted at a Skelly hearing and their right to speak on behalf of the employee.
  • In the Matter of the Appeal of [University Employee]. Successfully argued, before the California State Personnel Board, that an employer university’s decision that an employee had automatically resigned due to excessive absenteeism was not an impermissible medical termination. The Board ruled, 4 to 1, for the university.
  • Namco Capital Group v. Chrystie & Berle, Case No. B128087. Successfully convinced a panel of judges at the California Second District Court of Appeal to uphold a trial court decision to grant summary judgment in a legal malpractice matter in which a client falsely accused a law firm and its attorneys of finalizing a settlement agreement which negligently failed to completely resolve all the outstanding disputes between the parties.
  • Dalton v. Rusmar High Lift Rental, Los Angeles Superior Court Case No. BC159734. Served on a trial team that obtained a defense verdict following a three-week jury trial in the Los Angeles Superior Court in which an employee sued an equipment rental company for personal injuries following a workplace accident.
